CEO
Oleksii Dorohan is the CEO of the Better Regulation Delivery Office (BRDO), an expert in digital transformation, public governance, and deregulation.
BRDO is an independent analytical think tank with a team of over 100 professionals — lawyers, analysts, developers, and communication experts — working in the fields of economics, law, public administration, sectoral regulation, and defence policy. Under Oleksii’s leadership, the BRDO team develops digital solutions for the state, contributes to reform design, and helps implement transparent rules — from business development to strengthening national defense capabilities.
With the start of the full-scale war, BRDO focused its activities on the security and defence sector. In cooperation with the Ministry of Defence of Ukraine, BRDO works to make key processes for military personnel and reservists simpler and accessible online. BRDO contributed to the development of the Army+ application, which allows service members to submit reports, change their duty location, and receive rewards for destroyed enemy equipment. The team also worked on Reserve+, a service that automates the management of conscripts, deferrals, recruitment requests, and fine payments. BRDO also supported the launch of the Unified State Register of Military Personnel with Military ID — a digital system that consolidates data on defenders and serves as the foundation for a modern service ecosystem tailored to military needs.
As part of advancing innovative tools for the defenсe sector, DOT-Chain Defence — a digital marketplace for transparent tracking and logistics of defenсe equipment — was developed with BRDO’s support. The team also created a model for involving Ukrainian manufacturers in supplying FPV drones within the International Drone Coalition and prepared regulatory changes that simplified the appointment of civilian sector officers to the Armed Forces of Ukraine.
BRDO cooperates with key ministries and public institutions, including the Ministry of Economy, the Ministry of Digital Transformation, the Ministry of Defence, the Ministry for Communities and Territories Development, the Ministry of Health, and others. BRDO’s activities are supported by international partners.
